MOrsel: States of Guernsey to consider policy proposals for new race, disability and carer discrimination legislation

- After a long period of consultation, the Committee for Employment & Social Security have published proposals for new discrimination legislation which would make it unlawful for employers and service providers to discriminate on the basis:
- a) of disability;
- b) that a person is an unpaid carer of a disabled person that they live with or are closely related to; and
- c) of race.
The policy letter containing details of the proposals can be found here. It is intended that this matter will be debated in April 2020. If the proposals are approved, we will issue a further morsel summarising the key points. Legislation will then need to be drafted and services developed to manage complaints of discrimination in these areas. While a commencement date for making formal complaints has not been set, it is anticipated that this would be during 2022. It is also intended that the grounds of discrimination covered in the new legislation will be further expanded in due course.
